The consultant will be under the general supervision and report to the Project Manager Psychosocial Support in Mental Health (SMSPS) and the direct supervision of the Project Officer (Protection). The Resource Person will contribute to the implementation of the project on Strengthening Response Mechanisms and Accountability to Gender Based Violence in North East, North Central and North West Nigeria. The Resource Person will be responsible for developing a Training Manual for a Training of Trainers (ToTs) for Civilian Law Enforcement Officers with a focus on the Nigerian Police (NPF), Civil Security Corps of Nigerian Defense (NSCDC) and the National Agency for the Prohibition of Trafficking in Persons. people (NAPTiP) who will be informed by;
1) Map and assess training needs for the NPF, NSCDC and NAPTiP in these states, including understanding judicial and legal framework policies and procedures to identify key areas to align the manual with prevention, the response to GBV and human trafficking issues in the North East, Center North and North West.
2) Incorporate feedback and lessons learned from the first phase of the project in Borno and Adamawa.
3) Desk review, initial results of a Knowledge, Attitudes and Practices (KAP) survey conducted by IOM in early 2022. The consultant will then conduct a Training of Trainers (ToT) using the training manuals reviewed with a select group of law enforcement officers from all five states.
The main results of this consultation will be:
- Revised training manuals with content to address identified areas for strengthening for law enforcement agencies to improve the quality of assistance to victims of GBV and human trafficking.
- Capacity building for Nigerian authorities to improve operational and technical skills in the identification of victims of trafficking, as well as GBV prevention and response, human trafficking and protection.
The consultant will have the following tasks and responsibilities:
Main functions / Responsibilities:
- Map and assess protection needs and training needs in new geographic areas targeted by the project through consultation sessions with relevant stakeholders and desk study; identify gaps that need to be improved at each stage of the law enforcement protection service delivery process; identify and summarize recommendations for manual revision.
- Update the three existing training manuals based on the findings of the assessment and recommendations, which will be used to provide ongoing training for law enforcement officers in responding to GBV and human trafficking people. Incorporate lessons learned from the first phase of the project into the revision of contextualized training manuals for law enforcement officers.
- Develop complementary tools and activities with a role-playing methodology to facilitate practical skills, such as interview skills, orientation skills, developing case response plans, capture and classification of data, etc. TIP survivors in their daily practice.
- Update IOM guidelines and tools for the project team on how to conduct supervision sessions for trained trainers, identify gaps during these sessions, and develop training plans. action to address identified challenges.
- Update existing pre-tests and post-tests to measure the knowledge gain of training participants.
- Conduct the train-the-trainer session with a selected and approved pool of law enforcement officers.
Tangible and measurable results of the work assignment (with realistic delivery dates)
- First deliverable – Conduct an assessment and submit a report. Deadline: 20 working days
- Second deliverable – Update of three existing training manuals. Duration: 10 working days and submit final manual to be completed by September 9, 2022
- Third deliverable – Submit complementary tools for practical skills. Deadline: 4 working days
- Fourth deliverable – Updated guidelines and tools for supervision sessions. Deadline: 2 working days
- Five deliverables – Updated pre-test and post-test tool. Time: 1 working day
- Six deliverables – Provide training and submit an activity report. Duration: 15 working days and the TOT must be completed before September 30, 2022.
Performance indicators for the evaluation of results:
- Timely execution of assigned responsibilities
- Satisfaction with consultant’s communication, availability and coordination efforts
- Validation of the final manual submitted by the consultant for quality and relevance
- Satisfaction with overall consultant performance
- Travel to Yola, Kaduna, Plateau, Nasarawa and Abuja as needed
- Master’s degree in social sciences, gender studies, public health, social work, humanities, law, or other related discipline from an accredited academic institution
Experience & Skills:
- Five (5) years of relevant professional experience; or University degree in the above fields with seven (7) years of relevant professional experience.
- Experience working on protection, counter-trafficking, GBV in emergencies and gender programming in humanitarian and/or development contexts.
- Experience in capacity building on protection, anti-trafficking and GBV.
- Previous experience developing training manuals on gender-based violence (GBV) and trafficking in persons (TiP) required.
- Experience in training law enforcement and other government officials desirable.
- Demonstrated experience with participatory processes and data collection methods (including age and gender, appropriate data collection methods).
- Excellent analytical, research, writing and communication skills.
- Expertise and experience in the humanitarian sector and the sector.
- Practical experience working with host communities of mixed groups and internally displaced persons (IDPs), women, men, girls and boys.
Fluency in English is required (oral and written).
Knowledge of all local languages
